Problems with locale (UTF8)

      The violations Checkstyle report presents the results, as well as the
      corresponding source code in an unreadable way if locale is not en (e.g. the
      German Umlauts), i.e. "Zeile enthält ein TAB-Zeichen" instead of "Zeile
      enthält ein TAB-Zeichen". The checkstyle-result.xml is OK, but it seems that the
      violations plugin causes the problem when preparing the report for Hudson.
