Possibly a new plugin? Possibly part of SA/AC?
Can the data from SA/AC be divided by the data from sloccount and xunit and then have a health threshold applied?
E.g. > 10% duplicate code lines is unstable, > 20 % is failed
E.g. < 5 unit tests per 100 lines of code is unstable, < 1 is failed
The thresholds already available on the individual users of SA/AC back end are great for containment,
but perhaps not so effective at managing the "goal" rate at which backlog of baseline issues,
as jobs applied to different code bases will have different sizes of initial issues,
applying a cap total # is harder conceptually to manage than a cap rate?
