[JENKINS-12553] Error '?' is an unsafe character

Unable to rename a job.

Steps to Reproduce:

1) Start with a job named 'Agent 64 Debug'

2) Rename it to 'Agent 64 Debug Build'

'' are not part the name obviously, and there are no special characters.
