Prepare:

1. Install Jenkins;
2. Install URLTrigger plugin

Steps to reproduce:

1. Create file $JENKINS_HOME/userContent/test.xml; add arbitrary text.
2. create "urltrigger" job (config.xml is attached):
   • check http://localhost:8080/userContent/test.xml
   • Inspect URL content / Monitor a change of the content
   • poll every minute

Result:

• Change in $JENKINS_HOME/userContent/test.xml does not trigger new build.
• http://localhost:8080/job/urltrigger/urltriggerPollLog/ contains
