Jetty configuration causes locked files when running tests on Windows, which causes test failures

      When running tests on either the token-macro plugin or email-ext plugin that create temporary files for the tests, the tests fail with an exception that says those temporary files were not able to be deleted. I believe this is related to [1] which, in summary, says that Jetty locks static files on Windows.
