Add ability for JIRA plugin to post changelog to a JIRA

      As part of our build process, we would like to have the changelog(s) for a build posted to a JIRA, preferably one specified with a parameter (JIRA issue parameter). Perhaps modifying the JIRA issue updater to allow variables in the comment might be better?
