Timeout countdown starts running for matrix parent job even when children are waiting for free slave

      The build timeout plugin starts with the countdown when the parent run of a matrix job is started on a slave. If you enable parallel runs for a matrix jobs (which was added in 1.46x), it can happen that the parent job is started, but the matrix subjobs have to wait because no slave is available. If your test farm is under load, the timeout is triggered and your matrix job is killed.

          Could not reproduce in my environment.
          Build timeout does not (and can not) start its timer for matrix parents.
          Please report detailed steps to reproduce the problem, and attach log files.
          (Especially I want versions of Jenkins and plugins)

          This ticket will be closed in a month if no more reports.
