Recursive polling does not start until top level change is detected

      Simple clearcase plugin 1.2.2
      Ubuntu 10.04
      Clearcase 7.1.2

      When setting up a new polling project with the load rule /vobs/myProj changes to a sub-directory will not trigger a build. Polling is conducted with the -last 10 option until a top level change is detected. After a change is detected the -recurse option is used to trac sub-directory changes.

      A work around is to commit a dummy check in to /vobs/myProj
