remove claim when build goes from failed to unstable

      If a build goes from Failed to unstable when claimed the claim will still be claimed until the build goes stable.

      We use unstable to report on network communication issues and claim to claim compile failures. The ability to drop the claim once it stops failing would be useful.

      Jenkins Version: 1.47
      Claim Version 1.7

          Unstable could be many other things, failing tests for example.
          I think the majority would like it the way that it currently is so I am closing the issue.
          When ones sees that you have fixed your errors you could also manually unclaim it.
