[JENKINS-15357] Adding test artifacts as attachment to Testopia testcases

We have to implement in testopia-java-driver the Attachments methods: $BUGZILLA_HOME/docs/en/html/api/extensions/Testopia/lib/Attachment.html

This will be postponed until it has been added to testopia-java-driver

My bad, that's not a web service, but only an internal object. This has to be exposed in either a Attachment Web Service in Testopia, or in an existing Web Service (TestCaseRun, for instance).
