[JENKINS-15692] Web navigation shortcuts for Next Build / Previous Build

Would be great if there could be functionality to navigate to previous/next build.

Preferably with keeping the current tab open, so with one button press user could go from:

oh, its already there.. it would be good to have it in navigation bar rather than side menu tho
