Sometimes, when we are nearing releases, we want to disable the inbatchtasks
which are used for integrating other jobs artifacts etc. To do that now, we have
to go to the job which triggers the batch tasks and remove the action when they
are promoted. Instead it should be int he control of the job which declares the
batch tasks. The same way project can be enabled/disabled, there should be a way
to enable/disable batch tasks.
