      There is a nasty bug in Apache Commons Codec 1.4 reported at https://issues.apache.org/jira/browse/CODEC-89 that is preventing a custom plugin to work.

      I've tried switching to the "plugin-first" strategy but faced more problems, specially because the plugin uses JAXB.

      Please evaluate upgrading.

          The upgrade breaks the compatibility with JDK5 (see JENKINS-16554).
          So please of Commons Codec 1.6 if achievable.
