LTS 1.480.2 breaks launching slaves via jnlp

      Jenkins is running within a Tomcat 6.0.36 / Java 7u9

      1.480.1 works as expected

      with 1.480.2, if trying to start a slave via JNLP, I get an error 403 from the server.
