An incorrect validating parameter doesn't prevent a post-build step

      Description

      I have experimented a bit with validating parameters. If a build job is forced with a value on a validating parameter which does not match the regular expression, any pre-build step and the main build are inhibited. But any post-build step is still executed. I would assume this is a bug; these ought to be inhibited too, right? Or is there some reason for this that I don't understand?

          Please fix this issue, it's really important, it's stops tomcate before validating parameters, it's not a minor one!

          Very old issue but still a critical problem. Seems like this was previously a feature.
