Hey, is there any way to make the IRC bot always broadcast successful
test results? What happens is that we forget the bot is around because
everything's running green...then something might go down on the server,
and the bot disappears but we don't notice it because it's so quiet. If
we could have it always report the status of the last build, it would be
helpful.

Also...though the bot will make noise when there's a failure, it doesn't
seem to make any noise for !commands. For example, if I do !command
build jruby-test, it starts a new build, but it never says anything on
channel. This is on FreeNode, in #jruby.
