Builds do not timeout when job hangs in post build actions

    Description

      We're currently suffering from JENKINS-7641 where jobs hang when archiving artifacts on slaves. In this situation, the build timeout plugin does not timeout the build after the threshold has been reached. The jobs have to be aborted manually.

            The issue with the IRC notifications is really becoming a major pain, as we're getting it quite often now. It would be great to see some progress on this issue, given it's severity.
