Perforce plugin: Request to disable changelog on a per project basis

      We don't require changelogs for all of our Jenkins projects, and calculating them puts undue stress on our Perforce server. Can we disable the changelog o a per project basis?

      Same issue as JENKINS-4688, but for Perforce.
