email-ext does not send emails to "Committers", "Requester" and "Culprits" when approving a promotion manually

      Email-ext does not send emails to "Committers", "Requester" and "Culprits" (selected in advanced options) when approving a promotion manually. Only send emails to "Project Recipient List".

      It works fine only with "Force Promotion" of Promoted Builds plugin.
