Description	Original: Tool is being installed on the master-job, but there's no modification of environment variables in the configuration-jobs	New: Tool is being installed on the MatrixBuild and MatrixRun jobs, but in the most of cases tools aren't required at the MatrixBuild. Due to random node selection (w/o NodeLabel hack) of Master job, installation at MatrixBuild can fail due to unavailability of tool => it would be great to have "disable installation at master job" option
