Instance limit ignored when provisioning slaves

      It seems the instance limit is ignored. I'm using the jclouds plugin to create slaves and set the instance limit to 2, however it will keep starting instances up to the maximum number of instances available in that cloudstack domain.

      jenkins version 1.508
