      We have a large number of files which takes a few minutes to checkout or update.
      We have experienced that the CVS Plugin seems to do nothing for a few minutes after executing the last cvs rlog or update command.

      Below are extracts from builds:

      ====
      00:07:37.134 cvs rlog: Logging tools/reports/logs
      00:07:37.134 cvs rlog: Logging tools/scripts
      00:07:37.134 cvs rlog: Logging tools/softwareTools
      00:10:00.557 Setting JDK_1_6_HOME=/home/builder/eaf/software/jdk1.6

      ====
      00:04:31.091 cvs rlog: Logging tools/reports/logs
      00:04:31.091 cvs rlog: Logging tools/scripts
      00:04:31.091 cvs rlog: Logging tools/softwareTools
      00:06:25.715 Setting JDK_1_6_HOME=/home/builder/eaf/software/jdk1.6

      Our 'Integration' build does not retrieve the changelog and yet it still 'hangs' for minutes:

      00:05:53.022 cvs update: Updating tools/reports/logs
      00:05:53.023 cvs update: Updating tools/scripts
      00:05:53.024 cvs update: Updating tools/softwareTools
      00:05:53.073 cvs update -d -r HEAD -D 08 Aug 2013 12:34:26 +0200 ivy.xml
      00:11:23.516 [locks-and-latches] Checking to see if we really have the locks
      00:11:23.516 [locks-and-latches] Have all the locks, build can start
      00:11:23.533 Setting JDK_1_6_HOME=/home/builder/eaf/software/jdk1.6

      No CPU or I/O wait during this 'dead' time.
