$PROJECT_DEFAULT_SUBJECT and $PROJECT_DEFAULT_CONTENT don't resolve for some jobs

      the main production server that was recently upgraded to 1.509.2 is experiencing an issue where for some jobs that use the global Email Extension setting (subject line set to $PROJECT_DEFAULT_SUBJECT and Body set to $PROJECT_DEFAULT_CONTENT), the email notification is sent without resolving these two variables to their actual values.
