When creating an elastic-axis matrix job, one extra dummy node is created, named "Jenkins". Since it can't be located at build time, it effectively blocks the build.
It can be blocked with a combination filter, but for some reason the block only works if the axis is named "label". Renaming the axis to e.g. nodeLabel causes an exception in the filter.
