File Parameter: Creates an empty file when no file is uploaded

      Create a parameterized build having a file parameter. With version 1.502, if no file is uploaded, no file is created. However, now, an empty 0 byte file is created.

          Thomas, your PR looks to me like a workaround for the issue that we now seem to have a 0 byte file.
          Shouldn't a real fix prevent the creation of this file in the 1st place?
