When someone updates the hipchat settings those changes do not update the job configs with the new hipchat settings.

To Reproduce:
1. set hipchat settings
2. create a job with the hipchat plugin
3. update the hipchat jenkins url parameter
4. look at your jobs config.xml and you will see that the url parameter was not updated with the new url.
