Using 1.509.2 LTS with svn plugin 1.50
when a svn url has externals (pinned to a rev)
even when no changes are made (cant be as it's pinned) the svn poll detects changes as it seems to look at the head and triggers a build.
as a result, we're building projects which dont need to be built.
