Per my understanding, and from what I've seen thus far, it doesn't appear to be possible to allow anyone to do configuration slicing other than administrators. It would be useful to be able to assign privileges to other users/groups so that they can configure their jobs more easily.

I would assume that this would not be desirable behavior for some people so there would likely need to be a configurable option to enable this.

I haven't dug in too deep so I'm not sure if it'd be possible to add this as another permission in global security for matrix authorization strategies. I'm also not sure how difficult it would be to allow this to use the "Configure Job" privilege.
