$PROJECT_DEFAULT_RECIPIENTS is filled in by default for Triggers

      When adding the email-ext to a newly configure job, the triggers section fills in the recipient list with $PROJECT_DEFAULT_RECIPIENTS. However, this does not resolve at runtime.
