Build timeout job configuration is missing parameters for setting time.

      As I try to configure build timeouts I am unable to actually set the time. I have tried on multiple jobs and the options just aren't there. Checking either or both of the boxes changes nothing. See attached image to see what I'm seeing.

      Installed build timeout plugin 1.12. Broken on 1.516, upgraded to 1.531 using yum packages (SL 5.8) and still broken.
