Allow to deactivate bundled scm sync config strategies

    Description

      After discussion on JENKINS-18187, it appears it would be a nice feature to being able to disable default bundled strategies at runtime (on jenkins global config page)

      It would allow a better tuning of the scm-sync-config behaviour.
