Merge FPRs before policy violation check to handle audited issues

      Client side policy check has one drawback: ignores audited issues. If you set an issue to 'Not an issue' on SSC then you should not include it in the list of violations.

      To handle this the plugin should download the latest FPR, merge them and run policy check.

      If you have no time for this, I could do it.
