Make EmailExtTemplateAction configurable

      With JENKINS-9594 a new feature was being introduced to test template rendering.

      Unfortunately the action is placed in the projects menue.

      I vote to make the action configurable to who is able to view it.

      For our instance I do not want users to see this action because they are not allowed to deploy template scripts to the jenkins instance either. For us this is an administrative feature.
