The Code Coverage Trend Graph (http://myhost/job/myjob/jacoco/graph) uses the max y value of the latest build to determine the size of the y-axis.

If a previous build has any y value higher than that, that value will be outside the graph.

The size of the y-axis should be determined by the max y value of all the builds contained in the graph, not just the latest one.
