In many corporate environments the use of HTTP proxies is standard, however effectively configuring jenkins (when run locally) is error prone leaving the option of manually download hpi files even when an internet connection is present. A feature to 'Use Internet Explorer proxy settings' would make plugin upgrading an easier proposition - esp when you have large numbers of plugins installed.
