People may want to flag that the marker file is a marker file rather than leaving it as a zero byte file, e.g. https://github.com/kohsuke/literate-sandbox/commit/76d962b33dff8c934f42f6f25ff5484d7792e05f

It would make more sense to check if the marker file has no build heading and fall back to README in such cases
