EC2 plugin forgets about some instances it launched when Jenkins restarts

      I've observed this a number of times now:

      1. Jenkins launches some EC2 instances.
      2. Somebody restarts the master while the instances are running.
      3. Jenkins no longer shows them in /computers/ and does not terminate them.
      4. They still count against the instance count limit.
