Allow specification of HANDLE's location via the ToolInstallation

      In order to avoid local installations of HANDLE, it would be useful to migrate the tool to generic tools approach in Jenkins.

      Advantages:

      • Automatically install tool on-demand
      • Use tool from a remote shared directory
      • etc., etc.
