Imagine build X is triggered by an SCM change, but it fails for some spurious reason that had nothing to do with the code. You then manually trigger a new build that succeeds and uploads to testflight. That build will say that there are no changes because there wer no changes between that build and the previous build. But there are changes between that build and the previous successful upload to TestFlight so users are not notified of the changes.
