Git polling not ignoring excluded users

      Upgraded from 1.0.7 to 1.6.0 since JENKINS-19001 was resolved.
      Now it seems that it is not ignoring users listed in the excluded users list.
      Downgrading to 1.0.7 resolves the issue.
