Provide retry option to Android-emulator plugin when the emulator fails to boot

      The android-emulator plugin can occasionally fail to boot the emulator. In that case, it should provide an option to let the user specify how many times the plugin should retry booting the emulator before marking the job as NOT_BUILT. It's really bothering me now. The job is NOT_BUILT once or twice every 100 runs. Not very high chance, but in CI you don't want any non-code problems fail your pipeline.

          There are many reasons why starting the emulator can fail, and I don't think the plugin can say for certainty in all cases that it's just a transient problem.

          I would rather leave functionality like this to existing plugins (like https://wiki.jenkins-ci.org/display/JENKINS/Naginator+Plugin) rather than build this type of functionality into each plugin.
