Add ENVIRONMENTAL variable saying that a build is a rebuild

      It would be handy to know if a build is a rebuild. My use case is that I want to preserve the merge during a rebuild.

          Would not make sense if you edited the parameters before, so should probably only be added for unmodified parameters, or set different variables (or one variable to different values) to distinguish between modified and unmodified parameters.
