Steps:
Create a build using subversion as the repository.
Create a user.
Give user build configuration access.
Login as user.
Go to the project configuration page

Details:
When a user that has build configuration access but not administrator access
they receive access denied messages. The user can see all the text areas,
labels, help points, buttons, etc for build configuration.
The access denied message appears in a box below the Repository URL (Source Code
Management) text box and the Schedule (Build Triggers) text box in comparing
with a user with admin access the page appears the same including the resize bar
on the schedule text box. The error message is as follows:
