Since this plugin is bundled in Jenkins, on every page load all localizable strings are recorded and then encodeRecording is called:

which is entirely wasted work unless you are actually a speaker of a non-English language intent on translating things!

There should be checkbox or similar UI by which you can opt in to translation, and the price paid only in that case.
