Add support of rebuild actions (Rebuild Plugin)

      Rebuild plugin crashes if a parameterized job contains JIRA Issues parameter
      (probably it would crash for JIRA Version parameter as well).

      If possible the plugin should be modified to handle custom parameter types in some way.

          Actually, newest versions of Rebuild Plugin provide an extension point for the Rebuild entry.
          JIRA Plugin should implement this extension point. I'll modify the issue

          Actually rebuilding works for me with the current plugin versions.
          The parameter dropdown appears to select the JIRA issue again.
          OTOH, it should re-use the old parameter version without asking for it again.
