Jobs pile up while executors are idle

      The waiting queue accumulates jobs while the executors are idle. The condition
      persists until Hudson is restarted.

      The only hint I could find is in the log:

      Sep 4, 2008 2:18:19 PM hudson.triggers.SCMTrigger$Runner run
      INFO: SCM changes detected in xxx. Job is already in the queue
