Perhaps I'm being stupid here but I can't see any way to make this not ask for access:

Repositories
Public and private
This application will be able to read and write all public and private repo data. This includes the following:

Code
Issues
Pull requests
Wikis
Settings
Webhooks and services
Deploy keys

Is there a way (beyond downgrading) to make it so it only needs to look at public data (like the old version)? Otherwise this isn't really usable for most people on GitHub who run projects they don't want Jenkins to have write access to...
