Link build number in X-axis to build page

      Link the build number in the X-Axis of the plot data plugin to the build page. In other words, the BUILD_URL variable.

      This allows the user to quickly jump to the build page and see what changes occurred in that build which may have caused the change they are seeing in the plotted data.
