Prevent build from starting if parameter contradicts regex

      Description

      Current validation parameter plugin functionality does not actually prevent build from running if the value passed in does not meet regular expression criteria.
      This seems to be a regression of JENKINS-6158
      Ideally the build-button would be disabled as long as one validating parameters is not satisfied.

          Test was wrong. Build was a release-build and the error-message was hidden within a ton of build-messages.

          I'm actually seeing the problem again in version 2.3. Maybe it is a regression indeed?
