Set global default job owner

      It would be nice if one could set a global default job owner in case a job doesn't define one.

          Now it is possible to assign the default ownership on the Folder level.It could be added to the Jenkins root level as well, pretty trivial.

          Unassigning myself since I have no capacity to do that
